The Three Lions are now three points behind Montenegro at the top of the table, although Tuesday's opponents have played a game more.
Speaking at full-time, Capello refused to be too downbeat about the team's or his own position.
"I am a fighter. It is one game," he declared."We have to fight again. I think we are a good team. The goalkeeper was the best player for Montenegro. This is football.
"You have to respect little countries. They have good players. At this moment they are psychologically at a high moment having won three games.
"They were compact. The quality was good. Against Algeria (during the World Cup) we didn't create a lot of chances. Tonight we did create chances."
Milan Jovanovic was involved in two second-half incidents as he first handled the ball in his own box but the referee waved play on before rattling the England crossbar with a hopeful half-volley that had goalkeeper Joe Hart beaten.
Wayne Rooney missed two chances to break the deadlock in an otherwise largely ineffective performance from the troubled Manchester United striker.
"We were lucky because they had one shot at goal and it hit the bar," continued Capello."In other games they have had two shots and always scored.
"This (Montenegro) team is a good team at the moment. They are a compact team, they work a lot. They are technically good.
